How to block access to VK?

Is it possible to make a program that will not give access to VK for viewing: is the user in the application or not? (Relevant with listening to music in VK)
Or maybe, when VK will access the system (probably), then intercept (this is figuratively) the signal
And send what user is currently using the app?
