How to block access to the Internet not through a proxy?

I set up a proxy in the system, now chrome works through a proxy. Can other applications ignore proxies and work directly? If so, how can they block it?

First of all, the proxy is configured on the network card, in addition, in the place where Internet access is provided, unauthorized access to the outside is prohibited.

Not only they can, but they certainly will :) For an application to use a proxy, it must either read its settings from the system or request them from the admin by showing some windows.
Some very smart people don't know how to do either. They have to be skipped directly, unfortunately.
