How to bind an address through a tunnel?

Hello. Now I have 2 servers connected by a tunnel: 10.200.1.4 and 10.200.1.5
on a server with a local IP 10.200.1.5, I run the program specifying the address 10.200.1.4, but it says that it is impossible to bind this address. There are no rules in the firewall, the only thing is that it temporarily opened all ports for convenience.
