How to bind adjacent elements to a label?

Good day!
The question is how to bind "Step 1, Step 2 etc." to label. :after and :before are already taken by "circles". The inscriptions must be attached to them.
The figure shows how it should look. (First example)
All these perversions should be on css.
You can make a label and pseudo-elements make a circle behind it and the inscription itself, then the question is in the first circle, how to bind it to the input'a trigger.
