How to beta a site?

Good day. I have an idea for a website, but I'm not familiar with programming so deeply that I would implement it myself. I want to hire a freelance programmer.
Naturally, to start I want to make a beta with about 30-35% of the main functionality, and if it "shoots" - invest money and time to expand the functionality.
While considering Yii2 and Symfony2, because. I don't really know anything else :) I tend to yii, I don't even know why.
I don't know if it's worth considering Angular etc.?
Actually the question is, what can be implemented on and what will be better scalable in the future? What is easier to maintain and what would be easier to find a specialist for? Perhaps there are other options?

And why do you put Yii, Symfony and Angular (which is actually a javascript framework) on a par? Judging by the question tags, you will only be using the php framework.
Well look:
If something really serious is planned for you, then I would recommend writing this "something" exclusively in Symfony. You can try to implement a "draft" (beta) in yii, laravel, it will be faster and cheaper. But again, I repeat, the project itself is better written using Symfony .
In general, the choice of technologies depends on the task. It is possible that something in javascript is much more suitable for you.

. There are more communities in Russia in yii2 (if they are tied to the language), according to Symphony, on average, the level of specialists is higher, which is why yii2 is chosen - cheaper

And how did you get it in line with php-frameworks? Maybe you meant laravel?
Do you think without knowing the project you can offer the best option? I think you "heh..ne" suffer. The choice of tool should be up to the developer. Find a specialist who suits you and give him a choice. What difference does it make if you don't. Let him decide. Limit to "any current php framework"
