I know c # at a low level, I can write a simple game. I don't want to be without education.
I also dream of going to study in another country after receiving my education.

Maybe I don’t understand something, but what is the point after receiving a VO to receive another VO abroad?
If you want to go abroad, look for universities abroad and enter them. It seems that in Estonia, the Czech Republic, and Germany there are options for obtaining higher education for free even for foreigners, even with a scholarship.
In general, only programming is directly taught in colleges, as they are aimed at teaching a particular profession.
In universities, they study all sorts of fundamental things and sciences.
See factual subjects that are related to computer science, computer science, information technology, and mathematics.

No university will ever have faculties ONLY with specialized subjects.
Well, at least any developer will benefit from mathematics (and everything around it).

In reality, you need to develop and program something very specific, necessary at least for you, but rather for many other people. So you can do whatever you want, in any specialty. You can not act, but develop right now what you, classmates, mom, dad, grandparents and other friends and acquaintances need.
