How to beat HA RDS on Windows 2016?

Good afternoon everyone. I'm trying to raise a ha broker for the farm, I seem to be doing everything according to the canon, but an error occurs during configuration. Here is the input data: Windows server 2016 STD for all, SQL server 2014 on one server, dns round robin is configured, brokers are collected in one AD group and added to SQL. Pictures below.

If you need something else - ask, I'll throw it off. I do not understand where else to dig. I will be very grateful for your help.
Upd. The firewall is turned off on all these computers.
