How to avoid sticking elements to the frame in Figma?

When the frame is resized, some elements cling to it and change their sizes and proportions. By what logic this happens, I still do not understand. For now, I'm treating it with grouping and cropping by mask, but this solution is inconvenient for further editing.
Can you tell me how to get rid of binding the size of an element to a frame without moving them outside of it?
