How to avoid disabling the Nvidia driver when the monitor is unplugged?

The essence of the problem: if you start the computer with the monitor turned off or turn off the monitor during operation, the Nvidia driver is disabled (something else may be happening), from which the picture starts to slow down in all programs for remote access, some do not work at all.

Could this be a problem with the computer/system itself, or is it by design? What could be the solutions to this problem?
