Strange question... Bind selected addresses to a domain name (if there is no domain, then buy one).

As an option, use DynDNS or the like. Or purchase a domain and register A-records for the required IP addresses.

2) if you have a static white ip, then write to your provider's mail to create a ptr record on your ip and bind the purchased domain name to it
