How to avoid cheat ratings in CSS Star Rating snippet?

Noticed cheat rating (snippet "CSS Star Rating") on the site modx revo,
More than 1000 votes per day, with attendance of 20 people / day. All products are rated 3 out of 5.
Tell me, how can this be fixed?
Write a session lock?

Hello!
If users who have access to product ratings are registered users, then you can store information about the ratings of each of them in the database. This will limit the number of ratings for a user. If guests can rate, it’s unlikely that anything will save you from cheating. The ill-wishers will bypass the session restriction with a banal cookie reset ...
PS Modx has nothing to do with this issue
