I am creating a website with a rating of online casinos and bookmakers for further traffic through affiliate programs. As far as I know, online casino sites are blocked, so there is a possibility that my resource will also be blocked.
Hence a few questions:
1. Is my site really likely to be blocked?
2. If so, how can this be avoided?
3. Will it somehow help to avoid blocking if the site is registered on a foreign hosting, with a foreign domain? Or does it make no difference and it doesn't matter?

3. Will not help. Blocking occurs on the territory of the Russian Federation, regardless of the location of the hosting. Access is blocked by the users themselves, and the condition for the blocking is to live in the Russian Federation and use a Russian provider.
You can recommend your users to use block bypass tools. But that won't save you from being excluded from search engine results when it comes down to it.
