Any compressor built into an audio editor can easily cope with this task. To do this, you need to adjust the threshold level (Threshold), the ratio (Ratio) and the output level (Gain Makeup). Attack and Release, in most cases, can be left by default. By experimenting with these controls, you can get a fairly low dynamic range (the difference between the highest and lowest levels).
To enhance the effect, after compression, you can try using the free VST maximizer LoudMax.
If you put it on the master, then everything below the adjustable threshold level (Tresh) will be pulled up to the adjustable output level (Out). Thus, we get a fairly even voice sound without non-linear distortion.
