You don't need a CMS for this, but rather a script that will fill in an html template based on data from your excel file and output a bunch of static html pages.
As far as I remember, this is called "doorway generators". And perhaps you will even find some ready-made solution for such a request. However, it is not very difficult to write this.

Don't forget to plan your page text! (otherwise you will fall under the PS filter!)
Each paragraph is one part of the general text. For example, the entire text of any page consists of 3 paragraphs. To get a large number of different pages with meaningful text - these paragraphs can be combined while maintaining positioning (their order).
You should have several 1st parts, several 2nd parts, etc., so that later you can substitute in the right place (save the order!) an arbitrary part of the desired number. And when reading the page, it is necessary that the entire text retains a single common meaning: we make sure that there is a semantic transition from any 1st part to any 2nd and from any 2nd to any 3rd - it is correctly preserved when reading the entire text .
About synonyms and others (basic script rewriting) - this is already clear ...
