Once upon a time I did something similar through curl. You need to do 2 things: find submit on the page, and send a POST request with the curl utility, with the specified login and password. Then download the desired page with the same curl.
There may be nuances, such as captcha, or scripts that will not allow you to do this with curl.
PS I once used a bash script to monitor two uplinked connections on the dir-300 router, and if one of them went down, the script went to it and pressed a button to manually open the connection.
