How to automate text overlay on a random image?

Hello!
There are several pre-prepared images of the same size and format, there is a list of phrases (and small sentences) recorded in a text file. How to automate the overlay of text (each line from the list) on a random image (a list of 10 prepared pictures), so that each phrase (text) from the list overlaps one of the pictures? Maybe a program or some php code?
Because there are a lot of files, manually through layers in photoshop it takes a long time to do this.

My answer is not specific, but I will inform you that there are macros for photoshop. But I'm sure it can be done in any language.
