How to automate setting photo from app as wallpaper for andriod device?

I am writing an android application that automatically downloads a new photo from the server and puts it as wallpaper on the device. The question is how to implement the second part, how to automate the download process and the main installation as a background. I apologize if the question is not clear, while I'm learning.
