How to disable compatibility control in Windows 7?

Windows 7 does not want to run the old driver, displaying a warning:
"This program has been blocked due to compatibility issues."
Disabled the Program Compatibility Assistant service, enabled " Disable Application Compatibility Handler" via gpedit.msc, but nothing helps.
Are there any other ways?

or in the application properties select Windows XP SP3 compatibility mode sometimes helps

1. pirated version of Win7 (maybe a build, or stripped down, or with a trojan)
2. using outdated software

Run Local Group Policy Editor gpedit.msc (windows\system32\), Computer Configuration\Administrative Templates\Windows Components\Application Compatibility\Disable Application Compatibility Handler - change to "Enabled" and applications will not be checked for compatibility at all! This will definitely help to cope with the "reinsurance" incompatibility, but if the incompatibility is real, then there will still be an error.
PS Disabling the program compatibility assistant service does nothing at all.
