How to automate file checking on Windows?

Good afternoon.
I want to make a program that wakes up with a certain frequency (once a week), checks whether certain files have been changed in a week, if they have not been changed, then notify the user once a minute until he changes the file by sound notification and a pop-up window. This software is for personal use only, so a particularly cool UI is not needed. I want to run this whole thing on Windows
. Tell me, what is the easiest way to do this?
Some kind of batch file and ask him the time of work? Or a desktop application that will run with Windows?

Windows has a Scheduler.
Well, the program for checking and receiving a signal can be easily written in python.
You don't need to load anything into autoload.
