How to attract foreign audience to resources?

I would like to ask the habra community for advice, there are a lot of people here, everyone has their own experience, someone will definitely know the answers.

For example, we have a project ********.com, all the technical part has been developed, tested, etc. The question arises - how to attract an audience that lives in the USA.

The obvious options are Google context and Facebook ads, but they are not cheap and cannot be regarded as the main element of attracting people. Does anyone from Habravchan have experience in promoting projects over the hill? How do they do it?

Is search promotion relevant, how well do paid blog posts attract people? What other ways, sites, tools are there?
