We are going to launch a project to search for vacancies and resumes. Something like Worki, hh, etc.

It is clear that each client / user is attracted through advertising, etc., etc.
But where to start? Here is a completely new and empty project, but first you need to attract employers and job seekers, how to do this in a new project? by calling both of them? and what recommendations can you give for the initial stage, for attracting employers and job seekers?

I would start by generating fake activity so that it doesn't seem empty to visitors.
Beforehand, it is necessary to present/show strengths - "chips" on the main page in a concise and understandable language (text, diagrams, diagrams) (relative to competitors available on the market).
Next - seo / banners and control of the "pulse" of "word of mouth". Analytics will give an answer: is your service competitive or not, and how exactly (and from where) new "traffic" comes the most, what attracts and what "repels" visitors.
The next step is a "smart" ranking of the "friends" of the project: lists of employers and job seekers with high activity. More account activity - higher in the list.
And gradually, people will catch up.

This is a pointless idea from the start.
There will be another such site, so what? Suppose we manage to attract employers who will register and publish something. But they will publish not only on this site, but on xx and many other sites too. And applicants will register not only on this site, but also on xx too. Then what's the point for both of them to even complain on this yet another site, on which there is almost nothing?
Well, yes, of course, you put in there a unique “share on tiktok” button that is nowhere to be found, so what? Who needs a button for sharing missing information on an unknown site?
In general, this is clearly not an idea for a startup. It makes sense to start a startup only in those niches where you can bring something new and promising. And another exactly the same site does not make any sense.

99% of these sites have 2 problems - job descriptions are crap and job application experience is barely tracked.
