How to attach a file when submitting a form to a user?

Good afternoon, in general, I did not find an explanation of this situation on the Internet:
The site has a form where the user leaves his email and phone number and he will receive a letter with an attachment, a file directory in response. And the administrator is sent the phone number specified by the user.
Ie 2 different letters and one file attached by default.
I will be glad to any advice

To outline in general, the logic is this - use Formit, a regular letter sends the phone to the administrator. You create an additional hook for Formit, it can send a predefined chunk of an email with directory data to the email passed from the snippet on a call.
