How to assign an ip address if it is already taken?
In the network settings on the computer, I set the desired ip address and there is no access to the network. There is an assumption that the router issued this ip to the smartphone via DHCP. How can I remotely take this address and give it to a computer?

Taking it back is no way. At the very least, you will have to wait until the expiration date.
If it is important that a specific IP address is assigned to a specific device, you can:
1. View the MAC address of the device and explicitly set the MAC -> IP correspondence in the DHCP server settings, or
2. Change the range of automatically assigned ip addresses in the DHCP server settings so that the desired IP address does not fall into it, and manually register the desired IP address on the device

To prevent such situations, use the IP-MAC binding in the DHCP server settings - the specified IP address will be assigned for a specific device.
