How to assign a label to a file on a computer so that it can be found later on another computer?

I want to write a small program for myself that will give any file (ms word for example) some kind of label, so that later this file can be found quickly using the program. Tell me what are the ways to "mark" the file? Plus, we need common tags for file categories (for example, movies in the same genre)

Pack to a file in an archive (or other container), and put a tag in the comment.

All MS Office files already support tags, and search for them is built into Explorer. There is no one-size-fits-all solution for files of any type....
