How to assemble a not very expensive miniserver for 1C + SQL + RDP - core i3 or some used one or ES Xeon?

It is necessary to build a server for 1C + SQL + RDP for 5-10 users.
We looked at the neighbors (they have 5 users) have one on the i3-4150 + 4GB of memory. In principle, you can live, although at times it slows down a little.
So the question is: what is the best way to build a mini-server, on some i3-6100 + 8GB, or does it make sense to look towards used or ES Xeons - if so, which ones? Somehow I don't want the ancient ones on socket 775, there are no boards for 2011, 2011-3 are expensive boards, there are no cheap Xeons for 1151.

Yes, collect on 1151.
Look for a mother from the Q series, for the possibility of using Intel AMT.
Memory can be plugged up to 64gb. Proc 6700 or 7700.
System on SSD and SSD + HDD in storage spaces mode.
