How to ask for a promotion to a team leader / head of department?
And is the question correct - perhaps the management itself should invite to this position?
I want to move more in the direction of management than in the technical direction. My current position is not senior, but all these "titles" in the company are conditional. I can only say that I know the architecture of the current project well, I know the business logic and the product well.
There was never any practical management experience, only theoretical knowledge from books. Is there a chance?

Just write to the manager that you have become more interested in management. Ask what options the company has for this.
Well, in my opinion, a senior developer is not someone who just knows the project architecture, product, and so on. This is all that an ordinary developer should know. The main difference between a senior developer and a regular one is those very social skills or soft skills. How are you doing with this? And along the way, answer the question: what part of the company's business and how do you influence and what is your area of responsibility? I mean, team lead is not only about management, and probably not even about management... It's probably too early for you to become a team leader.

Team lead is not a promotion. The head of the department is generally a mythical position. And there is also a CTO and you are definitely not him. And none of them.
