How to arrange relaying from the DVR?

Good day.
There are 13 cameras and a recorder. The customer asked to make sure that 3 surveillance cameras do not broadcast a picture of what is happening at the moment to the phone, but at the same time everything is recorded on the registrar as it should.
I thought of the following:
1. Capture the video stream that the registrar transmits over the local network.
2. Think of a virtual server through which the video from the cameras will be broadcast so that the software from the phone x recognizes the broadcast as from the registrar.
3. Replace video from 3 cameras (for example, at least broadcast a picture 24/24).
how to implement it? For give idea on better.
I couldn't think of anything better.

Hmm, the cameras are written to the registrar. Is the tablet connected to the registrar?
If you look in the rights settings, there is usually a distinction between online viewing and archive viewing.
And the rights will disable the viewing of the desired channels.
