How to archive a folder in parts and send it to the mail (different)?

There is a task to archive (WinRAR) a certain folder with the division of archives into N megabytes, with a password and to a changing email address.
An example of how it happens now:
A folder with documents 15Mb, archived by WinRAR with a password and into volumes of 5Mb
Create 3 letters in Outlook 2013-2016, attach a part of the archive, Write a greeting and how many parts of the archive you plan to send.
Folder that is archived - different
Password - changes (there are several options)
Volume size - does not change
WinRar can send to mail - but the letter contains only an attachment, without a
description

Write your own script (.bat or .ps) in which to launch archiving and sending mail.
You can send via blat or Send-MailMessage
Sending archives to the mail is the worst form of data transfer, is it really impossible to do it differently?
