How to apply the desired yii migrate/to migration?

Why, when I select the migration I need
yii migrate/to m150101_185401_create_news_table, the
console displays all existing migrations and offers to apply them all, but I only need the last one!
resulting in an error
Error: SQLSTATE[42S21]: Column already exists: 1060 Duplicate column

On the first question - Applying migrations
For the second question - "Column already exists" -> "Column already exists"
