How to apply group policy to a PC connected to a domain?

There is a PC (xp), connected to a domain on win 2003. When creating a domain, a default policy was created. I disable some elements to check whether it works or not, for example, prevent the user from shutting down. But nothing comes out. What do I need to do in order for the group policy to be applied to the user(s)??

Do you refuse to read the official documentation for "religious" reasons?
Before asking a question, you should first read the documentation.
I'll tell you one important thing: Microsoft highly discourages touching the default policy.

gpupdate /force
will apply all policies in forced mode, when a reboot is required (the policy is for the PC, not for the user), it will ask you to restart the PC
in order to see which policies apply to this PC, you need to use the gpresult command (read help on the keys)

1) Create a GPO object, describe the parameters applied to the user in it
2) Link the created GPO to a container / domain / site (depending on your requirements)
3) Wait for the GPO application timeout (default) - 60 + a random number from 0 to 30 minutes OR if you have Windows Server 2012 - start updating accounts in the OU via the console OR use powershell invocations to run gpupdate /force on the required computers.
