How to analyze data in excel spreadsheets and then use them on a website?

Hello ! This is my first time posting on a forum and asking questions like this. I will try to briefly and clearly describe the issue.

Having practically zero experience in managing web projects (with the exception of a few landing pages for personal purposes), I have always been interested in the topic of Internet startups. I decided to try to implement one of the many ideas that lurked in my head :) I will not voice the whole project, I will describe the technical part and what specifically interests me.

I need software that will analyze excel tables, prices (prices) and, based on this data, will correct the information on the site.

The peculiarity of these prices is that these are rental prices and they are different for each of the contractors. (I will attach a photo)

How I see the logic of this software:

A position is created on the site, it is assigned a number. The same number is assigned to a position in the table.

We teach the program to understand the logic of each individual excel table. For example, if we tell her that cell j11 is not filled with anything, this means that the product is not busy. It gives a signal to the site to put this product free for a specific period of time.

As already said, all these prices are different and the program must be taught to understand the logic of each of them. Any major changes other than employment for a specific period of each position are rare. Based on this, we should once teach the program to understand the logic of the table and this will be enough for a long time.

Ideally, add a telegram bot to this whole scheme to which this contractor will reset the current table, he will send it to the program, and it will change the information on the site :)

The task is specific. Software must be written from scratch. As mentioned in the comments above, python can handle this quite well. Look for programmers who will write it and will maintain / modify the program.
