How to allow the installation of the program?

Domain on Windows server 2019
On the client machine, they try to install the program and this pops up. 5ecfc98e3da1e648224643.jpeg
As I understand it, the user on the client machine does not have the appropriate rights to allow changes to be made to Windows.
1. Tell me where to configure what in the group policies on the domain, I have almost allowed everything and still does not let it through.
2. Can eat any thread resource or literature on the subject of group policies? in Russian is desirable. So from scratch...

When you first started your computer, you had to come up with an administrator password.
If you hadn't come up with anything this message would not have appeared.
To capture images from the screen, do not use the camera, but the program "Scissors".
Start->All Programs->Accessories->Scissors
PS Sorry if I didn't understand you, what does "Client" mean?

open the property of the computer in "computers and users of the domain" and specify who is controlled (there is a tab there)
if you need to give the user the right to steer the computer.
But programs are easier (and better) to install through GPO

To always allow this user to install programs on his PC.
Open Computer Management (Control Panel-Administrative Tools-Computer Management "Run as administrator"). Enter the domain admin password. Next, users and groups - groups, add to the administrators group.
This makes the user an admin purely on his PC, without giving rights to the entire domain.
