How to allow Facebook users to upload images in page comments?

It turned out that users of one of my FB pages cannot post photos in comments. And I absolutely can not understand where this option is enabled. Glitch or another FB jamb?

To specify what visitors can post on your page, click "Settings" at the top of the page.
In the General section, select Visitor Posts.
Select "Allow Page visitors to post" or "Prevent other people from posting to my Page." If you allow visitors to post, you can:

• allow posting photos and videos:
  
• check other people's posts before they appear on your page.
  

I have a similar scheme on Facebook. I can't guarantee 100% though.
