How to allow any client to connect via RDP through group policies?

Given: PDC for 2003. Domain, almost all workhorses on win7/8, but so far there is also XP.
It is necessary: to be connected on RDP. Better directly into the current session, as the same RAdmin does, but Windows, it seems, can’t do that (I mean that we will connect as a different user, not local)
What doesn’t work: by default, RDP is simply disabled in some Windows . Somewhere you need to specifically poke to start up from any client. This must be done by hand. If through the registry (plus the method is that it can be done remotely), then a reboot is needed.
In short, how to enable the RDP server for everyone in the domain and allow any client to be cut?
