Is it possible to access the site if you enter not its domain, but the IP address? If so, what does it depend on and how can it be configured? If not, why not?

If only one site is hosted on the server, then yes, this site will open. But it depends on the settings of the web server and, if desired, can be configured so that it does not open by IP address.
If there are several sites on the server, then the server cannot guess from the IP address which of these sites is needed. So it will always open one, determined by the settings of the web server. Or, again, you can configure it so that none opens.

The idea is so-so. All modern browsers terribly swear at the lack of a certificate, and for the address you need an OV certificate. So buy a domain for 200 rubles
