How to advertise on CPA networks?

Good day!
I recently studied contextual advertising, after which I learned about traffic arbitrage. There are a lot of articles on Google about how to make money on this, but I wonder how it is beneficial for the advertiser ?!
How to advertise and how much money is needed for this?
For example, I have an online flower shop with delivery. I need clients in my city. Should I advertise in CPA networks?

The first question to ask before launching a CPA campaign is have I learned how to work effectively with other advertising channels? If you have already squeezed everything you can out of contextual advertising, tried placement on local sites, got everything from email marketing and agreed with influencers, and you are satisfied with the results in terms of customer acquisition cost, you can think about launching an affiliate program.
Otherwise, by inviting other people to advertise for you with a low sales funnel, you are not scaling sales, but their absence. Partners, realizing this, will scatter very quickly, because you can’t make money on you.
Among other things, local (within the same city) advertisers are not of interest to either affiliate networks or partners because of their very small coverage. Perhaps, you can make an exception only for Moscow.
As for the cost, it consists of paying for the connection (from 30 to 100 tr.), making a deposit for making subsequent payments (from 15 to 50 tr.) and the payment for orders itself. If your affiliate program does not work well, i.e. there will be no turnover on it, the network will introduce a minimum monthly payment (from 10 to 25 tr.) for the fact that your program is in the catalog. As soon as the turnover exceeds the specified amount, only payments for attracted orders will remain from payments.
