Are there services for optimizing ad blocks on a website based on neural networks? For example, I show a randomly selected one of the prepared blocks on the site, and then send the block identifier, anonymized data of the person to whom it was shown, via the API to a third-party service. I also send the result of the show: success or failure. After the nth number of impressions, I choose a block not randomly, but ask a third-party service in the expectation that, based on the processed data, it will suggest a more suitable block and give the maximum conversion.
I found only the relap.io service, sharpened for similar articles / products, and Bitrix has something similar. I would like to get a more versatile option for both internal and external advertising. There are such?

So what you want is done by Yandex and Google itself. Or do you think they randomly show ads? No, they select it for each user individually, based on his search history and / or the subject of your site.
Search engines are just as interested as you in getting your ad clicked on.
