How to add the ability to publicly edit a document by link in Word Online (Without the web interface)?

Hello,
we can use the API to manipulate files on Yandex.Disk and MS OneDrive. We can upload a text file there. But besides this, we need to be able to share the link (for editing). This cannot be done through the Disk API, and just as I understand it, the WordOnline API does not have one. That is, there is no such way. Maybe someone knows an alternative (maybe you need to use OneDrive for Business, or is there a cheap SharePoint.?) Google Docs is not suitable (this is the very last fallback if nothing comes through Microsoft)
