How to add the ability to access files from a UWP application, at the same time as regular desktop programs on Windows 10 x86?

Greetings!
I download a video file using qBittorent with the sequential download function.
I want to start watching without waiting for the download and everything is fine if I use the desktop version of vlc.
But UWP(VLC for Windows Store and all) cannot access the file for reading while qBittorent is running.
The desktop version can only programmatically decode video, which categorically does not suit me, because it's a tablet.
UWP seems to use some correct APIs.
What is the problem, how to get around? I suspect it has something to do with security. Google didn't help.
