How to add text and pictures to a video stream on the fly?

An h.264 1080x1920 25fps stream comes from the IP camera. It is necessary to add some data to this stream, temperature, voltage, perhaps some icons in the form of .png or gif in resolution up to 160x160p. And then you need to send a stream in the same resolution, you can reduce fps to 15, you can change the format to MJPEG. The stream must also go via IP to the DVR. The sound must be original, no sound conversion is required. Everything should work without Internet access.
Is it possible to make such a conversion entirely on any single board like Raspberry? Or will iron be required more seriously? Did you meet tutorials on this issue?

You need to send the video to the encoder, after making a change to the picture, send the modified video in the desired format further.
I would use vlc. You can also use ffmpeg
