How to add repository (centos) rpm packages?

Googled but didn't find what I was looking for. I have a link to a repository. I go through it and see the rpm packages I need.
I would like to hear in a nutshell how I can add a turnip if there is only a link to the repository. It is necessary that I can install these packages by "yum install". There are no special rpm packages that I read about that supposedly will prescribe something for me there.
Everywhere it is described that you need to install the key (GPG) and point to a certain rpm package after which the turnip will be written. I only have a link to a turnip ... I apologize in advance for the "very stupid" question, but I urgently, and there is simply no time to dig for hours.
