How to add order confirmation field to woocommerce store?

Hello! There is an online store on wordpress + woocommerce , which provides forms of payment by plastic card online, pickup and delivery by courier. There is a need on the checkout page to make it so that the buyer can place an order only after contacting the store manager and entering the order confirmation code in a certain field. What is the best way to do this?
I have an idea to make this veil field look like a 0 off discount coupon field. Or is it impossible to set a 0 discount and / or are there any pitfalls?

You can create some kind of input on the design page.
Close the checkout button in javascript. As soon as the user enters the confirmation code in the input, the checkout button is unlocked.
After that, you can think about how it is more convenient to create a confirmation code. Make it the same or random.
