How to add an exception for entering a password for sudo?

The shell_exec(sudo command) function fails because the system requires a password. I would like to add an exception for this file - so that a password is not required for it and the function will work. Is it possible? If yes, is it safe?

maybe: NOPASSWD section in sudoers.
