How to add a prefix to the url of a WordPress site?

Hello.
The task before me is the following:
- there is a list of alphabetic city codes of the form (kzn, msk, spb, nnov, etc.)
- there is a wordpress
I need the site to open at the following link
for example site.com/kzn, site.com/ kzn/sample-page
Please tell me where to dig? I tried using .htaccess, but nothing happened, I wanted to add an additional link like %city% through the "permalinks" settings (similar to how there is %category%, %year%, etc.), but I could not find where it was written.
Is it even possible without crutches?

Switch WordPress to multisite mode and each site will be separate. But at the same time, you will install all the plugins on the main site, but you will be able to manage their activity on subsites and the database will be the same for all

don't listen to them. multisite is redundant here, install
the q-translate localization plugin (better not just it, but its later forks)
