Instead of creating two subnets and crap with their routing, can it be easier to disperse them over different IP ranges?
For example, distribute
192.168.1.1 - 192.168.1.50 will be for servers, devices and routers
192.168.1.51 - 192.168.1.254 will be for users

What do you mean by "add subnet"?
If it should be a separate non-overlapping network, then simply add another address from the second network on the server.
If you want to expand the network and increase the address space, then change the network mask on all devices. For your addresses it should be /22 (255.255.252.0)
What does windos 2008 R2 have to do with it?
You want routing, so do it on the router / router, leave the poor Windows alone.
In the simplest case, there are two options:
1) networks should be separated from each other at the L2 level, routing should work between them. Then you need to configure two network interfaces on the server. It can be either two different network cards (or two ports on one?), Or two vlans on one port (if the switches can do vlan).
2) networks should not be separated, you just need to (only) expand the address space. then you just need to configure the secondary ip on the network card.
There are other ways and options, but you need to know the end goal and what you want to get in the end.
