How to add a new element to the directory?

Good day! Faced the following problem:
Does not add new entries to the directory! Here is a screen of what and why does not work: The bottom line is that it does not add if all the entries are entered and you need to add them by pressing the "More" button (1) ...
The Bitrix TP shrugged, they say magic is not otherwise.
While looking for a problem - I think this is how: And if you add entries to the desired directory manually?
The block ID is 11, the ID of the required property (of the "Directory" type) is 62...
I think that something like this can be done through CIBlockProperty::Add... Can you tell me how? I will be very grateful!

Go to Content-->Highload-blocks--> select your directory -->Add entry
