How to add a comment to any file or folder in Windows 7?

There are many files with long names, for example, a large pile of regulatory and technical documentation (GOST, etc.). For example, a file with the name: "GOST R 51321.1-2007.pdf NKU Part 1. Devices tested in whole or in part. General technical requirements and test methods.pdf". I would like to rename such a file to GOST R 51321.1-2007 and write its long name in the comment to the file. As a result, any folder should contain files with short names and long comments. Of course, it should be possible to display comments next to the file name, for example in the "Table" view in File Explorer.
I would like to do the same for folders.
Is there some kind of add-on program for the explorer or perhaps a file manager with support for such functionality?
ps In my view, comments should be saved in the files and folders themselves, so that after the system is reinstalled, information is not lost. I also store a lot of files in the cloud (Dropbox/Yandex).

Total Commander has support for such comments. To store them in the current folder, a descript.ion file is created. The function works like this:
All this will only work inside Total Commander. Alas, nothing will appear in Explorer. There will be no tooltip comment, no extra columns in the table view.
If you copy files (for which there are comments) using Total Commander, the comment will also be copied (a new descript.ion file will either be created in the target folder or an existing one will be updated). If you create a comment to the file in TC, but copy the file using Explorer, the comment to the file will be lost in the new location , since all this works only within TC, and the comment will only be saved if you copy / transfer it in Total Commander itself.

Ever since Windows Vista, though, metadata has been restricted to just a few file types: images, MP3's, Office documents and so on. But it doesn't have to be this way. Install File Metadata and you'll be able to create, view and edit metadata for just any file type you like.

Briefly:
