How to add a boot entry to uefi from under Windows?

Good time of the day!
I am writing a program that will install the bootloader, i.e. First copy the .efi files to the efi partition, then add a boot entry to these files. How to add a boot record from under Windows? In Linux, there is an efibootmgr tool for this, is there an analogue for Windows?
BIG THANK YOU!
Threat In Windows there is grub2win, which does this, but how exactly?

@Ezhyg

Windows has bcdedit, a console utility.
There is a "graphical shell" for it, though from a third-party company NeoSmart, but still wonderful - EasyBCD
