How to activate the database in an already finished application (blog)?

Hello, how to "activate", or rather even create a database in this application (postgreSQL)? The application itself is on the second python (2.6 or 2.7) and the flask microframework.
The application itself runs (via virtualenv) on the local server (120.0.0.1:5000). OS: Ubuntu 14.04
The sources themselves . There is also something like a text hint about the database at the end. But I can't figure out how to use it.
