How to activate "New message addressed to all users" in Bitrix?

"New message addressed to all users" is not enabled for "Site & Apps" in notification settings.
When the general distribution of news "to all employees" does not receive a notification.

As far as I understand, the developers did this on purpose to avoid an excessive number of notifications.
This question is raised here and it has not yet been resolved.
